Paraphernalia is worse than drug possession (if talking about cannabis up to 6oz. is just a fine if not distributing) with paraphernalia you can get up to 30 days incarceration but usually you'll get off with a fine / house arrest / probation.

Possession of drug paraphernalia in Ohio is generally considered a misdemeanor of the first of second degree. This sentence for a second degree misdemeanor includes jail time of up to 90 days, and/or a fine of up to $750. A first degree misdemeanor can have jail time of up to 180 days, and/or a fine of up to $1,000.
