To be Commander in Chief of the US Army and US Navy means you are the President of the US and have unquestionable command authority of deployment and use of not only these two, but all military sevices of the USA.

The US Constitution says so. In Article II, Section 2, we find the following text:

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States; he may require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices, and he shall have Power to Grant Reprieves and Pardons for Offences against the United States, except in Cases of Impeachment.

He shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur; and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for, and which shall be established by Law: but the Congress may by Law vest the Appointment of such inferior Officers, as they think proper, in the President alone, in the Courts of Law, or in the Heads of Departments.

The President serves as Commander in Chief because the USA wanted a civilian to lead the military for fear that if a member of the Armed Forces led the military, then that person might try and take over the government. Since a civilian controls the military, the chances of a military take over of the civilian government is highly unlikely.

Well, the President of the United States is the Commander in Chief and owns the whole operation. The Five Star General is the LEADER of the GROUND FORCES and the Admiral is the LEADER of the navy

According to Article 2, Section 2, Clause 1 of the US Constitution:

The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States;...

Although only the Army and Navy are mentioned The President of the United States is Commander-in-Chief of ALL military forces in "Service of the United States" which means he is also CIC for the Air Force and the Coast Guard (and of course the Marines since they fall under the Navy). He is not CIC of the state militias unless they are called into federal service.
