The wire harness is shorting. It's from opening and closing of the hatch. Check for frayed insulation somewhere near the pivot point. Don't be surprised if your taillights and cruise control start doing crazy things. It's all tied in to the brake light circuit.
I have a 97 Tahoe and the brake lights were not working and the problem was in the emergency flasher switch. I just jiggled it and the brake lights worked so am thinking you might have the same problem. It could also be the brake pedal switch located right on the pedal arm.

Had same issue with my 97 riv. turns out the E brake was on the whole time regardless of the pedal position. Check the brake cable just behind the driver door edge for damage. Mine had about 1 inch of sleeve missing which caused the brake to stick on. To temporarily fix it just pull the sleeve back to where it should rest. could also be a problem with the switch on the e-brake pedal as well
