check the wiper relay. check the fuses.
I had that problem and it was the wiper motor. I got one from the wreckers complete with the (transmission) or assembly and it works great. You can buy just the motor but it is more difficult to mount, I suggest changing the complete assembly.
What do you mean by "stuck". I assume the wiper switch is in the turn signal lever? It could mean that the wiper motor assembly is faulty. The motor assembly has a position sensor that keeps the motor running until the wipers come to rest at the appropriate position. If that sensor has failed you will need to replace the wiper motor.
You probably have shorted wires inside the combo switch. The assembly will need to be replaced.
Check the fuse for the wipers and replace the turn signal bulb.

Bad turn signal switch probably.
Normally old/worn wipers will make more noise because the rubber is dried out, stiff and fighting the glass. If you replace the wipers and still have noise, usually its a twisted wiper arm (but this situation is rare - changing wipers solves the problem 99% of the time). i had problems in my 95 to but you have to remove the steering wheel in order to get the switch off
Had a problem the same. One of the pivots where the wiper arm attaches in the drive assembly attached to the wiper motor had ceased. Used assembly, motor and transmission arms $125
Most likely the wipers themselves cannot be fixed, because it's probably not the problem, usually the transmission that controls them would be the problem.
