You need to get a special tool, steering wheel puller. If you have it, disconnect the battery. Remove the steering wheel air bag (there are two screws holding it in place). Disconnect the bag harness. Remove the center steering wheel nut. Using the puller remove the steering wheel. Installation is reversed to removal.
There is no light on the steering wheel.

The spiral cable is located on the steering column, behind the steering wheel. It allows electrical continuity to the airbag and horn button while still allowing the steering wheel to be turned. A steering wheel is hard to remove by hand. It can be removed with a tool called the steering wheel remover found at local auto shops.

To remove a steering wheel, a person will need a steering wheel puller from an auto part store, from there after the airbag is removed, place the tool over the steering wheel and follow its directions. It will pull the steering wheel off by applying pressure to the middle and pulling everything else up.

If you have tilt steering, there should be a switch or little pull lever on the left side of the steering wheel, but i havent had a tilt in any of my Paseo's xP

There are a couple ways to do this. A&W Direct sells a steering wheel bar that locks the steering wheel in place. Or, what I used to do, you could wrap the seat belt around the steering wheel, click it in, and then slide the seat back as far as you can and that should keep the wheel from moving.

The steering wheel in your 1996 may be hard to turn because you are low on power steering fluid. You can add some on your own and your steering wheel will not be hard to turn.
