I've got a JC Penney 9.9hp manufactured by Eska with a Tecumseh powerhead. Just had an experienced outboard motor repair guy dial it in real sweetly. He recommends 50:1.
50 : 1 is the correct fuel mixture
I have a 1999 Mercury 2stroke 5HP outboard and the owners manual states 50:1 Gas/Oil mixture.

it is prefferable to use 10/30 oil mixture because it doesn't harm the motor and the mixture's density is proper
