There are 2 different job descriptions which may answer your questions 1) Electrical Engineer - Generally associated with large-scale electrical systems and electrical power. Deals with things such as power generation and distribution. 2) Electronics Engineer - Generally associated with small-scale electronics. Concerned more with electrical circuitry in devices and appliances etc.

A chemical engineer is required in energy systems across various segments such as oil and gas sector, fuel cell sector, water technology sector, next generation hydrogen energy sector, atomic and nuclear energy sector, biofuels sector, cryogenic and ultra low temperature energy production sector and so on. The government is usually pretty good in telling a prospective job seeker what is required for the job. If they are specifying electrical engineer I would think they require an EE degree from an accredited university. Also there are many specialties in EE from integrated circuit designer to a power engineer so you would have to meet specific qualifications of the job.

What is electrical design?
Electrical Design entails planning, creating, testing or supervising the development and installation of electrical equipment, including lighting design, power systems, power distribution, fire and life safety systems, electronic components and voice and data communications infrastructure. Typically, an Electrical Design position is held by an electrical engineer who has a bachelor's degree or even a Master of Science in Electrical Engineering. The electrical equipment may be placed in commercial, educational, industrial, hospitality, residential, medical or government facilities.
Is an electronic engineer the same as an electrical engineer?
It depends on country, school/education, etc. In some contexts, the two terms are synonyms. In others they have different meanings. In general: Electrical Engineers deal mostly with big machines, motors, power lines and power transmission, where the electricity is used to convey large amounts of energy. Electronics engineers prefer to be among low-power diodes, circuit boards, electronic chips, etc., where the electricity is used to convey analog or digital information. Though both Electronics and Electrical Engineers can do the same job in industry they are not same. Firstly their education is different as an Electronics Engineer will have more of Electronics papers and lesser Electrical Papers than the Electrical Engineer. Secondly there is a stark difference between Electrical and Electronics that needs to be addressed. Electrical science normally deals with current in medium that readily allow current to flow through them (conductors). On the other hand Electronics is a branch of science that deals with current in a medium that is reluctant to let current through them or only allow current through them under certain circumstances (semiconductors).
