So I figured it out here is the culprit. I believe its called the air mix control servovalve. Just an electric motor with a arm to pull the air mix cable behind the dash. I guess the motor gave out, didn't have enough juice left to move it. It will move fine detached from the cable, then when you hook it up, you can hear the motor give out. Anyways, it has a denso part number on it # 063700-7550; Toyota part number 87106-35070.

One fuse panel is under hood on passenger side. cover has ELECTRICAL CENTER on it. One is in the glove box. it is labeled Fuse Panel.
Identify the organelle labeled X in cell B.
The fuses are labeled on the cover. When you remove the cover if you look on the underside it says are fuse locations and what they are for. Inside the car the right panel (passenger) under the radio has all the fuses labeled on the back of the cover
Function Keys
There is a fuse box under the hood (passenger side). I know the the fuses for the head lights are there. The fuse for the taillights is there and is labeled. This fuse includes the running lights but is not labeled as such.
On the TI-30x model there is no INV button. You have to use the 10^x function. To do this press the button labeled "2nd" and then the button labeled LOG. Above the LOG button you should see the 10x function which is the same for INV.

The 1996 Ford Taurus heated oxygen sensor can be found behind the dashboard on the passenger side of the passenger compartment. The oxygen sensor should be labeled as such.
The Ford Explorer triple function clutch switch is located on the top of the transmission. The switch should be labeled for easy identification.
Put a fuse in the circuit labeled "FWD" under the hood on the passenger side.
