There are really two answers. In the case of a bathroom vanity, the standard height has traditionally been 32 inches from finished floor to counter top surface. As we have become taller overall, this has often been increased to 34 inches, as many people find 32 feels too low. In kitchens, the standard remains 36 inches above the floor.
Because floors are almost never level, it's common for installers to find the midpoint between the floor's high and low spots in the run of cabinets, and make that point 36 inches. this keeps the extremes from varying too far from the norm.

The stud height in an average home wall is 92 5/8" once you add the 1 1/2" from the bottom plate and 3" for the two top plates you get 97 1/8". Then you must add the floor joice which is refered too as a 2 x 8, the actual measurements are 1 1/2" by 7 1/4" (W by H). Once you add that and a sheet of plywood which is 3/8" to the 97 1/8" you get 104 3/4". The standard height of a wall in a residential house is 104 3/4"

A standard queen top sheet is 90" by 102". They can be an additional 20" and 30" depending on whether they are made for a pillow top or not.
If the original vinyl floor is still down solid you are supposed to be able to lay another vinyl floor on top. This requires some specific prep work but it can be done. It is a better idea to just remove the vinyl and start with a clean solid surface to apply the new floor. The more layers, the more potential for problems with the layers lifting
Standard bar height is 42 inches. Standard counter for a breakfast bar is 36 inches. Typically you want about 12 inches of clearance for your legs. Standard bar stool height is therefore 30 inches and standard counter stool height is 24 inches.
The normality for nearly every kitchen counter top in the US is 36 inches starting from the floor to the top of the counter. This has been the cabinet industry's standard for a long time.
