For the Chinese, they represent power and strenght, and since the blossoms are very delicate, it's usually given the meaning of female strenght. Is also a symbol of love. For the Japanese, they represent the transcience of life, it is related with the Buddisth belief that is not noble to get attached to life because all is transitory and will pass in time.

In Japan, cherry petals/trees are a symbol for the beauty of transient things. It's the concept that when you know something is short lived, it makes you appreciate it more when it's around and adds to its beauty and sadness. i got a cherry blossom tattoo on my foot and the guy who tattooed it told me that the black seeds within it represented fertility and that each one was to big a little more. I wasn't supposed to be able to have children and i have three now so i guess that it worked. I have them all the way down my foot!! The flower itself is to represent the cycle of life as it is always changing.
