one possible theme is not everything is what it seems

To add on that ^ here are some examples:

In the beginning of the book Katsa is viewed as her uncle's killing machine, so everyone is pretty terrorized at the thought of her. Another example in Katsa's point of view is that she said that her Grace was killing before she even ventured to see what else she could do ( and she found out when she was with Po that her Grace was surviving. )

The second example in the book is about the King of Monsea. In the beginning Katsa, Po, and the gang all thought that Leck was a kind hearted man who had a love for animals. Turns out that that eyepatch he wore covered up for his Grace of being able to manipulate people and he did that to pretend he was all sweet and kind. Leck ended up fooling all the 7 kingdoms for a long time until Po came up with the very thought of his Grace.

The Hunger Games has a variety of themes. To begin with there is the theme of luck, or chance. One of the phrases that was commonly repeated throughout the story was "May the odds be ever in your favor". This quote is a logical theme because Katniss is always taking risks and chances that result both positively and negatively.

Another theme could be survival. Of course the main plot is to survive through a battle to the death, which means survival is crucial. Katniss not only survives through her Archery abilities, but through her previous adaptation to healing and hunting.

Another theme for The Hunger Games could be protect what you love. Katniss shows this many times throughout the story. When she volunteered for the Hunger Game in order to protect her sister. Trying to help Rue survive... going to the "dinner of the deaths" (i dont recall what it was called) in order to gain the medicine to heal Peeta. All of these relate to protecting beloved things.
