I personally play the Perantucci PT-48 for solo work, and a Conn-Helleberg 120 Standard Model for band work. I'm also in the process of researching Neil Sanders mouthpieces for sousaphone work.
So, a good general playing mouthpiece would probably be a Conn-Helleberg 120 Standard (120S), or a generic 25B. For solo work, I'd have to recommend a Roger Bobo Solo model.

From my knowledge of that area (handshake, not hug) a mouth piece with a narrow bore would be intrinsically louder, because the player must generate higher wind to make the instrument sound it's notes properly. Which make or model of mouthpiece that would be, I do not know.
There is no best. A mouthpiece must properly fit your mouth, however, as a general rule, using a shallow mouthpiece makes it easier to play higher.
