Yes, I believe they are. Because if you are in France, then the sashes won't be the same as they are in Japan. You can also either have a sash or a vest or a shirt.
Yes, they are. Each country has their own Girl Guide/Girl Scout organization and each organization determines the official uniform for their organization. Some countries have sashes and/or vests. Some countries have a neckerchief. It varies with the culture and climate of the country and even the activities the uniforms are used for.

∙ 12y agoThere is no one specific uniform for Girl Guides and Girl Scouts in Europe because there are 39 member countries in the European Region of the World Association of Girl Guides and Girl Scouts (WAGGGS). Many countries have more than one member organization in that country. The uniforms vary with the country and the organization the girls are members of and the age levels. (see Related Links)
Most of the Girl Guide/Girl Scout organizations use a shirt and scarf as the basic uniform components. Some organizations use tunics, vests and sashes. Other organizations use dresses or skirts and blouses or even have a specific uniform design.
