about 1963
Low-denomination star notes are generally worth a dollar or two more than their standard counterparts. For a 1963 $2 U.S. Note, that would translate to $3 or $4 at retail. Note that a bill's serial number is almost never important to its value, and doesn't help to ID it.

Please post a new, separate question with the bill's denomination.More information may be available at the following questions:"What is the value of a 1963 US 1 dollar bill?""What is the value of a 1963 US 5 dollar bill with a green seal?""What is the value of a 1963 US 10 dollar bill?""What is the value of a 1963 US 20 dollar bill?"

There are only 1963 and 1963-A $2 U.S. Notes. My guess is that you're looking at part of the serial number or a plate marker. Regardless, these are common items and sell for only a few cents above face value in circulated condition. Nice uncirculated ones go for about $8.
Face value unless it's crisp and uncirculated. The serial number hardly ever matters to a bill's value. The only ones that are of interest are ones that are very low; e.g. 00000002, or follow a pattern such as 12345678 or 12344321.
