It is a mission. It was recently in the HQ, but now you must become an EPF Agent from the Telephoning Place in the Ski Hill- where the Sports Shop used to be and go in the Command Room of the EPF and click on the little thing in the bottom right-hand corner and click on "Veggie Villain" to do the mission. We cannot do it in the HQ because Herbert made the HQ explode with the popcorn, and now you cannot access it.
