Well, I live in Vancouver, so let me try to answer a few questions for you:
Vancouver is in a temperate climate, and was historically a rainforest. This means that we have a more mild climate. Vancouver is surrounded by water on 3/4 sides, so the sea breezes cool the land down during the dry and sunny summers. Our winters are much warmer than those of Eastern/Central Canada, because of our low elevation. Vancouver doesn't usually get much snow in the winter - it usually snows for only 2-3 (or less) weeks - sometimes no snow at all. Winters are usually identified by lots of rain and frequent cloudy skies.
Canada climate is not really cold all year in the winter the temperature falls below freezing point that was the time when it is very cold. And on the southwest coast it has a relatively mild climate. During the summer month the southern province often experience humid, and temperature that can surpass over 30 degrees Celsius.
It really depends where in Canada you are taking about because Canada is the second largest country in the world. From my experience, having lived in Toronto and Ottawa, Canada is well below freezing during winter. There's a lot of snow during the winter time... however, during the summertime it is equivalent to California weather.... at least that it is how I remembered it to be.
Vancouver, Washington has an average of about 40 degrees, F in the winter. The Pacific Ocean warms up any cold air present.
Vancouver, British Columbia, has an average winter weather temperature a few degrees cooler, and is considered Canada's warmest city.
vancouver's latitude is 49.16 N-. So, the climate is moderate.
