if you are talking about a white material that collects under the foreskin of your penis then you would be referring to smegma, Smegma is a mixture of dead skin cells that cant simply escape by falling away from the body along with oils and moisture that comes from the body. In the case of a foreskin that has never been retracted this stuff is usually pretty inoffensive and is simply washed away with the first retraction (a bit at a time) However if the foreskin is occasionally completely retracted and then not washed on a reasonably regular basis then it can get a bit on the nose.
