It depends on the control and make, it's like asking how fast a car is. Max, 200 miles per hour.
The Westland Lynx is the worlds fastest helicopter with a top speed of almost 322km/h(200mph), though an experimental Lynx with BERP rotors achieved a speed of 400km/h(250mph).

Helicopters have such a low top speed due to flaws inherent in their design. The actual rotor assembly is usually rotating at a fairly slow angular velocity but the rotor blade tips are traveling at very high speeds, several hundred miles an hour.

As the helicopter flies forward, one side of the rotor assembly is traveling forward faster than th other side relative to the surrounding air. With the rotor tip on the left side, assuming clockwise rotation, traveling faster than the blade on the opposite side causes a phenomen known as dissymmetry of lift. The advancing blade is traveling faster than the retreating blade which results in the advancing rotor producing more lift than normal while the oppsoite is true at the other side. However this is countered by what is called "blade flapping". The rotor blade is designed to twist when it experiences dissymmetry of lift, changing the angle of attack and thus balance out the forces involved.

However as the linear speed of the helicopter increases, the relative speed of the helicopters left hand, retreating blades relative speed decreases until it stalls and stops producing lift while the opposite side is producing lift. This results in the helicopter trying to roll itself over and can easily result in loss of control.
