Not silver and not steel - the U.S. has never made silver pennies because they'd be worth more than dimes, and steel cents were only made in 1943, to save copper for use in ammunition. Your coin has been plated for use in jewelry or as part of a school chemistry experiment.
No 1908 Indian cent is worth that much. The highest value currently listed for that date is for a cent in MS-68 condition and minted in San Francisco; as of 12/2008 it's about $5700.
1960 pennies are worth more. Wrong!.... 2008 are worth more... its about quantity not YEAR Clever. But I would point out that the 1990 pennies would probably be worth the most due to the fact that they contain more copper =)

Assuming that you are referring to a 1908 Mexican Peso, a large silver coin with an eagle with a snake in its mouth on one side and a liberty cap on the other - it is 90.27% silver, with an ASW (Actual Silver Weight) of 0.7857 troy ounces, giving it a "melt value" (as of January 26, 2010, with silver at US$17.12 per troy ounce) of US$13.45. Numismatically it is worth US$11 - US$20 in circulated condition, and perhaps US$40 (with a "GV" mintmark) to US$60 (with a "AM" mintmark) in Uncirculated condition.
1. Not silver. The U.S. never minted a silver penny. It would have more than a dime's worth of silver in it. 2. Not "S". The first S-mint pennies were made in 1908. Please post a new question with a more complete description of the coin.

Pennies from 1908 in good shape can vary in value depending on their condition and mint. Generally, a well-preserved 1908 Indian Head penny can be worth around $1 to $5, while a 1908 Lincoln wheat penny can be valued at $0.50 to $3. It's best to have a coin appraiser assess the coin for a precise value.
About $1 just as a curiosity. 1908 is a common year and G-4 is a low grade and so its really worth only about 25 cents to a collector but could be sold for $1 on eBay or the like as jewelry components.
