It's gold plated, not gold. A gold coin that size would have been worth far more than $1 even back in 1922. The good news is that the underlying silver is still worth at least $10 or so based on whatever the current spot price is.
The upside-down eagle is normal. Did you look at the coins in your pocket change? ALL U.S. coins have their reverse side oriented 180º to the front.

There is no 1921 barber silver dollar, it is either a peace dollar (eagle perched on a rock engraved PEACE on the reverse) or a Morgan dollar (Eagle with gothic lettering above it saying "In God we Trust" on the reverse)

It's a PEACE dollar rather than a "peach" dollar, and should have the word PEACE on the back under the eagle. If it doesn't have the word and the eagle's wings are outstretched, you don't have a Peace dollar, you have the more common Morgan design. Please see the Related Questions for more information.
Please check your coin again. 1921-dated Peace dollars were only struck at Philadelphia. If your coin has a "D" above the "DO" in "DOLLAR" and the eagle's wings are outstretched, you have a Morgan dollar rather than a Peace dollar. Is it a Morgan or Peace dollar? A Morgan dollar features a personification of Liberty with a crown saying "LIBERTY" on it. A Peace dollar has a personification of Liberty with rays of light coming out of her head. The reverse of a Morgan dollar has an Eagle with arrows and an olive branch and a wreath under it. The reverse of a Peace dollar features a perched eagle sitting on a rock inscribed "PEACE". Without knowing the type of coin, it is impossible to state a value.
The 1924 silver dollar is called a Peace dollar because it says Peace on the side with the eagle. It is worth about $25 for the silver alone. If the condition is better, it is worth more.
Your 1928 eagle silver dollar is actually a 1928 PEACE dollar, the first Silver Eagle bullion coin was made in 1986. But for this year of issue Peace dollar it's very important to see if there is a mintmark (S) on the reverse just above the eagles tail it makes a big difference in value. If you see the S a low value for the coin is $16.00 no S low value is $250.00. Take it to a dealer or collector for an assessment
The 1925 Peace dollar is a common date of the series. Circulated examples with no mintmarks have current market values of $30.00- $37.00 depending on the actual grade of the coin
