They are different sets of bulbs. You'll have to check the bulbs and wiring if necessary.

The dome light has a switch that has an off position. Any other lights you can simply remove the bulbs.

If the parking/tailight fuse is good - then it may be a bad headlight switch No tail lights but the bulbs are working? Please explain.
Make sure that you used the correct bulbs. If you look at the bulbs in the store, you will notice that some bulbs have one element in them and some bulbs have two elements in them. If you bought the bulb with only one element, you won't have break lights - just tail lights. You need the bulb with two elements. Check the book at the auto parts store and make sure that you buy the correct bulbs. I'm having the same problem with my 1991 Honda Accord. I'm not getting any power to the break lights.The one in the back window wont work either. The Tail lights work but the break light wont. Fuse and bulbs are good. Please help.
I'm hoping that Honda will replace what is needed with out charging me, is that possible ? I have a Honda accord 2001 LX that the instrument panel failed. Also my tail lights went out . The bulbs may need to be replaced What type ? Will the dealer replaced them also without charge, or did I read that wrong ?
If all other lights work then make sure that the parking light bulbs are good. Check for a parking light fuse and relay, to insure that the work properly.
If parking/dash lights work check bulbs double filamented smaller filament is for tail lights If parking/dash lights do not work check fuse
Does it have a third break light? Check all the bulbs in you break lights that they are the right ones in the right socket. They may look the same but the slightest difference in bulbs being put in the wrong place with cause what you are experiencing. Also, check you fuses.
