That depends on how "x" and "y" are related. For example, if you happen to know that there is a linear relationship, you can use the rule of three to calculate the missing value. But if you don't know how "x" and "y" are related, it can be ANYTHING.
If x = 12 and y = 2 then the ratio is 6 to 1 and when x = 5 then y = 5/6
