You are related to some of your cousin's cousins, and not to others. If you have an ancestor in common, you are related. If you do not can a common ancestor somewhere, then you are not related.

Not necessarily. Your cousins are the children of your mother or father's siblings. Each sibling got married to someone who isn't related to you. Those people (your aunts and uncles through marriage) can have sisters and brothers who also have children.

Your cousins would also have cousins through "the in-law" side of the family. They are first cousins to each other but not to you. It's confusing but to find out whether you're related, you have to determine which side of the family you each belong to.
