Yes he was a most effective one. One of the problems with the McKinley Presidency was Theodore Roosevelt who was more concerned with himself, than what McKinley was doing. But by and large I feel that McKinley did a great job as President and was universally beloved by both sides of the isle. He is lost a bit to history as he followed By TR who was constantly talking about himself rather than the more serious McKinley who was more concerned with the country at large. We have learned which style seems to work. McKinley has been passed by many historians and that is sad. I would give him a very near rating historically to T.R.
