The system of 'universal measure' that would become the 'metric system' was first described by Bishop John Wilkins in London on Monday 1668 April 13. Wilkins system for 'universal measure' included almost all of the features of the modern 'metric system', specifically: * A universal standard of length * A simple relationship between length, volume, and mass * Multiplication and division of the standard units by 10s, 100s, and 1000s to give further smaller or larger units to be able to measure all things in the Universe. Later, Wilkins 'universal measure' was improved by others and it first became a legal system of measurement, in France, in the 1790s with influences from Benjamin Franklin, Thomas Jefferson, and George Washington from the USA.
