That is not a good term for a computer. However at its basic level a computer switches patterns that appear on its registers, some of those patterns represent instructions, others user input. there can both be regarded as data streams.
A computer is a machine that can receive, store, process and output information. The term computer doesn't only refer to a machine that sits on your desk or in your lap where you can type into and load programs. Even a calculator fits this definition since you can type in a math problem, the calculator will remember it while you are typing it, it will come up with the answer, and it will display the result which will stay there until it is cleared or the calculator turns off. So even a simple calculator does all 4 of those operations.
File is sequence of bits ( 0's & 1's) . While a software loads the file, it may interpret this sequence in a different manner. Initial bits of a file tells about the file, some useful information. Then follow the data bits of file. While opening a file with notepad, it may directly convert every 8 bits or so, to directly the characters according to ASCII format. Which may be readable or not depends upon the type of file, in what manner this sequence is arranged.
