A different answer: This is not a proper use of the word "international". "International" comes from the prefix "inter-" meaning "between", and "nation" meaning "country". It therefore means "between countries"; an "international agreement" is one between countries. One country can never be international, any more than one person can be a married couple.

A country other than the one you're in right now should be described as a "foreign country".
