I must note that it is invalid for a force to have a "change in motion" because forces do not move, (although the point they act on can move) if you mean "causes no change in motion" then my answer is that:

Fundementaly all forces cause an acseleration of the object they are acting upon unless that force that is balenced (cancled out) by another force. This is expressed by f=ma where f is the total forces acting on the object, m is the mass and a is the acseleration.

e.g. Coulomb force in a uniform electric field, gravity in a uniform gravitational field.
