The short answer is yes. During the 1970's Wendy's imported beef from Australian during a beef shortage. The Australians exporter got creative and substituted the local kangaroo meat. Wendy's was caught by the US inspectors an paid a fine, $25000 if I remember correctly.

Ok so i suppose if you sold tacos for less than a dollar you wouldn't make them out of beef because that would be way too expensive... cows are almost extinct after all. You would probably just pay billions of dollars a year to import and chop up kangaroos and use that instead.
