'Professor' is a job title. Practice may vary, but I'd assume that the appointees can select whoever they think most fitted.

Usually this would mean someone who had got the highest level degree in their own system and also done some more junior jobs, or maybe a less important professorship.

The various top-level degrees have different names, significance and standing in various systems around the globe.
