Persia is definitely not a city-state. In fact, many sources state that Persia no longer exists. The great Persian Empire is now the large nation of Iran, taking up over 1.6 million sq km (630,000 sq miles), and compromising many great cities, Tehran, Esfahan, and Shiraz among them. A city-state is a sovereign state the size of city, while Persia (now Iran) is much larger than a city, and actually consists of several hundred cities.

Persia was strong until the revelation of Islam. Islam changed the minds of many in Persia. After the prophet Muhammad knowledge came to Iran (Persia to many years ago) many started to believe the religion before was incorrect and started to convert to Islam. After that many parts of Persia became weak and war was still being held against Persia. Persia then failed to defend it's borders. The prophet Muhammad told the believers war was against their kind. Persia after that was eradicated no longer strong in any place. Soon Persia turned into Iran and no longer controlled any one. Persia started all of it's mistakes fixed over. i don't the exact amount but i believe it was till up to at least 80-120 years. then Persia turned into Iran.

Who was the battle of marathon agenst?
It was Athens against Persia. Athens helped Miletus (another city-state) in a battle against Persia. Athenians didn't actually fight, they just helped Miletus by giving them ships and weapons. Miletus lost against Persia and when Persia discovered that Athens had helped Miletus they wanted the Athenians killed. Thus the battle of Marathon began.
