Oh yes he can. He is very skilled with swords. Zuko's swords that he uses as the blue spirit and when he goes off on his own are Traditional Chinese Dual Dao Swords. However I do not know if they are made in real life as one sword that splits into two. It would be very difficult to make them thin enough for that yet strong enough for battle. But you can have two and use only one sheath. I have access to the materials, and will be attempting to make a set. So I will find out if it is possible or not. We will see.
