You don't need any legendary Pokémon to catch Zapdos. If you're catching him in the Kanto Region, go to the Power Plant (East of Cerulean City) and bring a lot of Ultra Balls. If you're catching him as a random in another game, have a fire type Pokémon with you. Legendary Pokémon will pop up from time to time, so be prepared. If you're just trading a Zapdos from another game, go to a Pokémon Center and trade the normal way (Through the Union Room or Wireless room).

∙ 11y agoYou cannot catch Zapdos in Pokemon Black without cheating. You must trade with someone else or use PokeTransfer to bring one in from a previous Gen game.
