∙ 13y agoNinetales can't learn moves because evolves through Fire Stone, even though, it pre-evolution could, which is Vulpix.
The best moves for it are: Flamethrower, Fire Blast, Iron Tail, Quick Attack, Confuse Ray, Hypnosis, Sunny Day, Overheat, Dark Pulse, Extrasensory, Nasty Plot, Energy Ball.

∙ 14y agoAfter Vulpix evolves into Ninetails, it doesn't learn anymore moves. Most stone evolvers do not learn anymore moves once they are evolved. You have to train them till you get moves you are happy with, then evolve them.
They can learn moves from TMs though.
