well you need a powerful diesel engine to make the air to hover. and the rest YOU need to come up with. a V8 turbo diesel or a V10 turbo diesel should be more than enough.
not for production vehicles, they only make a turbo diesel engine in their pickups.

If it's a 1997cc its a Peugeot/Citroen HDi engine.
Assuming that you are enquiring about Peugeot models carrying the HDI designation, the answer is yes, because they are diesel engines. Nearly all diesel engines used in modern cars are turbodiesels because that is the only way to make them perform in a manner to compete with a petrol engined model. A normally-aspirated diesel could really only be used on commercial vehicles, and most of these are now turbodiesels too.
Not really an option, but if you find it burning extra fuel then replace the injectors.

this will happen on all diesel engines (if its going to make reasonable power) its basically soot/carbon from the exhaust and unburnt diesel. on some high power turbo diesel cars there is proper plumes of black smoke. you only need be worried if there is blue smoke while on boost as this means the turbo is shot. but black = good
