Were a nail dipped into liquid iron (II) oxide it would instantly gain a coating of rust.
Apart from that, liquids with more oxygen, salt, or sometimes very little acid can speed up the process because rust is iron oxide that is formed from dissolved oxygen and the iron in the nail and salt is a better conducter than oxygen and so help strip off the electrons off the nail and acid can help tear down iron faster. That enough? =D
well this cant be answered fully straight forward, it depends on the nail, if your talking about iron nails since rust is mostly refers to iron, how ever some would call the green corrosion on copper rust, the answer would be salt watter typically, since just about everything else would be erosion such as an acid would do. but salt water alone is not what causes the rust, rust happens through a process called oxidisation, when oxygen comes into contact with iron it causes it to "rust" if you where to take a nail and put it in a jar and pump pure oxygen into it and seal it off over night your nail would be red by morning. oxygen is rather damaging to many metals for the same reasons. given enough time and even stainless steal will rust and erode, silver, copper, brass, nickle, aluminum, gold, and any thing that would or could become tarnished or eroded is usually because of this process.

Any water makes iron rust. Rust is iron oxide. It happens when water allows the oxygen to dissolve in it and get to the surface of the metal. Salt water has dissolve salts in it which makes it work faster.
