Wind and rain are major components, but neither are the most destructive. Storm surge is. That is when the winds and low pressure raise the ocean level. The higest storm surge on record was over 40 feet high.

By defintion, a hurricane is an intense tropical cyclone. In order to be a tropical cyclone, a storm system must have organized convection, and a closed circulation around an identifiable center.

No. Hurricanes and tornadoes are very different things. Both are made primarily of air. A hurricane is its own self-sustaining storm system and is typically several hundred miles across. A tornado, by contrast, is a small-scale vortex that is dependent on a parent thunderstorm which is in turn part of a larger system. Tornadoes are usually no more than a few hundred yards wide but are generally more violent than hurricanes.
