Valentine would have been proclaimed a saint by popular acclaim as there was no official process in place for canonization.

At the time that Valentine died, miracles were not required for sainthood. His martyrdom was sufficient proof to early Christians that he was a saint. Today we have an official canonization process and 2 miracles are usually required to prove a person is actually in Heaven.
