The Oxygen molecule determines if the Pyruvic acid enters Krebs cycle or undergoes fermentation. If Oxygen is present, it enters the Krebs cycle, whereas in its absence, it undergoes fermentation.

Cells with perform cellular respiration (those that are capable of doing such) in the presence of oxygen because it yields a higher amount of ATP per 1 molecule of glucose. In the absence of oxygen, cells, at least animal cells i.e. muscle cells, will perform glycolysis, which yields less ATP per molecule of glucose. Fermentation is performed by both prokaryotic and eukaryotic cells, but the best example is yeast which produces ethanol from glucose in the absence of oxygen.

glycolysis occurs in the cytoplasm and the product of glycolysis moves into the mitochondria for cellular respiration. Red blood cells use glycolysis exclusively as they do not have mitochondria. Basically fermentation takes place in the absence of oxygen.
