Well growlithe and milotic are not starters, but tepig is really good against all the gym leaders but not as good against the elite 4. But he has the best moves. Oshawatt is ok he's a little better with the elite 4 but not as much for the gyms. Snivy is ok but his moves arent very good. So I would go with tepig. Because u can get the others on the gts( the online trading place in the pokecenter).

The starter Pokemon in Pokemon Black and White are: 1) Snivy 2) Tepig 3) Oshawott I would recommend Snivy because it's fast, it's awesome and it's final evolution (Serperior) is just sick. Don't get Tepig, because it is a rip-off gens III and IV, both of them having starter Pokemon that get Fire-Fighting. And having a double type means you have more weaknesses. I would recommend Oshawott if you like Water type Pokemon. But it's your choice. Your game.
