Legally, you can if you have a visa and show it to the border police. Illegally, you can do it the same, except don't walk past the border police. The border control is much more leniant when going from US to Mexico, because the Mexicans don't care as much. But when walking from Mexico to US, get ready to dogde bullets and run very fast from dogs and cars. Hope this helps. X
