The common answer is 14 states - Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York, New Jersey, Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, and Florida border the Atlantic Ocean. However, in my opinion, it's debatable whether Connecticut really does border the Atlantic Ocean or not. It borders Long Island Sound, Block Island Sound, and maybe Rhode Island Sound. But I'm not sure any of it actually touches the Atlantic.
there are actually 11 that border it directly
& 8 others that border only its various gulfs & bays & inland seas & estuaries
so technically there is no simple solution to your puzzle
but if you count the 2 carolinas as 2
which they are
& then count the delmarva group as 1
which they arent really
then the remaining 6 are fl ga NJ ny ri & ma
but one way or another you will have to bend either the answer or the question to make the numbers add up

Depends on which program you're referring to. Mercury astronauts landed in the Atlantic Ocean. Gemini astronauts also landed in the Atlantic ocean with the exception of Gemini 8 which, due to being aborted after less than a day in space, landed in the Western Pacific Ocean. All Apollo crews landed in the Pacific Ocean with the exception of Apollo 7 & Apollo 9 which landed in the Atlantic near Bermuda and the Bahamas, respectively. Russian Cosmonauts didn't land in the ocean at all--they came down on land.
