swimming is like life, you must first learn to float before you can actually swim. in other words Booths is referring to life. you must learn the early essentials and meanings of life before you can go out into the world and live your life. that is your parents job. to get you ready for the outside world. in the poem the hands supporting the child are her parent's or guardian's.
