I am not sure what you are asking, but your timeline is wrong. The Sons of Liberty existed well before the revolution and were smugglers in the colonies. The congress existed before 1775 and Lexington and Concord and they did write the Declaration of Independence in 1776 and continued to mange the revolution all the 5 years with Washington the commander.
