Answer

The outermost electronic orbitals containing valence electrons. The general rule is that the combined atoms will try & duplicate an inert gas configuration of electrons (ionic & molecular bonding). Other, generally weaker forms of bonding, do not use this approach.

In English, it is the valence electrons (the outer shell of the atom) that chemically combine to form a new substance.
