Pertussis
Bordetella pertussis is easily transmitted by close contact when secretions are transmitted during talking, laughing, coughing, and sneezing (secretions by nose and throat). Whooping cough is a highly contagious disease characterised by paroxysms of coughing (five to twenty coughs are followed by forced inhalation). Virulent factors include pertussis toxin, hemolysin, adenylate cyclase (AC), and filamentous hemagglutinin (FHA)

It is called Pertussis or "Whooping Cough".
The pathogen that causes whooping cough, Bordatella pertussis, was first isolated in 1906 by Bordet and Gengou. I don't know who was the first poor soul to have the cough drive them crazy, but I suspect that's not what you're asking.
