As far as I know, there is no definitive consensus on this, but I would imagine that it is primarily limited to people who have a poor cleaning regiment or suffer from an immune disorder for the most part. Piercing for the most part do not offer a great deal of vulnerability to infection, as it is a very small puncture wound, as opposed to a tattoo that leaves you very susceptible to an infection simply due to the amount of vulnerable flesh. Keep on the cleaning regiment that your piercer gave you in your aftercare instructions, and if you have strong evidence to suggest that you have an infection, then treat it with antibiotics as well as keeping it nice and squeaky clean.
