Earthquakes occur around the areas where volcanoes are so if you look at a map of a volcanoes around the world, you'll be able to see. Of course there's some variation as to the location of earthquakes to that of a volcano but to decide one point, it would have to be the ring of fire.

Also earthquake prone regions will have an emergency response prepared in the event of a major earthquake that will be well practised. The emergency response in a country with low earthquake risk will be less well prepared as they will concentrate their training on dealing with other more likely scenarios.
