Because the plan gave each state one vote, so that small states would have as much power as large states.
Large states
The Virginia plan wanted a bicameral legislature, with each state having representation depending on their population. This appealed to the large states but less to the small states, who favored the New Jersey Plan, which provided a single house of goverment with states represented equally, no matter the size or population. In the end, parts of both plan were used under the Connecticut compromise, in which the federal government was bicameral, in with one chamber appointed based on population (the House of Representatives) and the other chamber with every state represented equally.
Small states didnt like it because they wouldnt be represented well. The New Jersey Plan had equal representation for all states, but then large states were upset, so the Great Compromise met in the middle, one house with equal representation and one with representation determined by population.

William Paterson, a delegate from New Jersey, proposed the Small States Plan or New Jersey Plan, to provide equal representation to the states regardless of size. The larger states favored the Virginia Plan, which allocated representation on the basis of population. The large and small states compromised by using the Virginia Plan as a model for the House of Representatives and the New Jersey Plan as a model for the US Senate.
