Stalin was afraid of being taken over or killed, this why he purged all of his strongest apponents, and why the great terror happened. Stalin was so paranoid of being killed that he thought 9 of his Doctors were trying to kill him, this was called the Doctors plot. In Stalins later years he slept in a different room every night but all the room were identical in looks.

Joseph Stalin feared the revolutionary ideals of his arch rival, Leon Trotsky, and had him isolated, purged from the Politburo, and eventually murdered. He feared the United States was setting up Germany to attack the Soviet Union again. He also feared anyone he suspected of garnering any support and power from the Russian people.

A quote attributed to Stalin was translated as "Allodoxophobia is the fear of opinions. I prefer my people to be loyal out of fear rather than conviction. Convictions can change but fear remains."

In any event, Stalin's supporters had nearly total control of the Soviet Union, and those who opposed or questioned his policies were almost certain to be executed or die in a labor camp. Stalin had seen ruthlessness under the Tsars and was determined to be equally merciless to his own enemies.

What did Joseph Stalin do to be cruel?

What do you mean? Stalin's regime executed every member of the original Bolsheviks who were the true leaders of the revolution. Not 1 member of the central committee was left alive, except Stalin him self. He terrorized the population through the secret police and dislocated millions of families deep into Siberia. Any political opponent, IE. "enemy of the state" was relocated to the gulags and worked to death. Some scholars have suggested Stalin was mentally challenged, which was the reason he was afraid of many things, like political opponents and a free press. Stalin used executions and disappearances to his advantage.
